With EMV enabling the card issuer to set the acceptance rules then the notion of honour all cards comes under scrutiny. There will be cardholders who see the Visa brand logo and dip their card only to have the transaction fail because of CVM requirements.�ie. Unattended POS with no CVM and a card issuer who sets the CVM to insist on PIN for every transaction – will result in transaction decline.

This adds significant wieght to Card Issuers and Acquirers within a country establishing minimum standards.
